Imass Central Management System (CMS)  


For Fire Fighters to have information at their fingertips it must first be collected and managed. The Imass Mobile Data solution includes an efficient and effective data management system that can help a Brigade manage the process of data consolidation, version control, distribution to the appliances (and other users) and archiving.

By combining data maintained by national providers such as OS, with local data, the Brigade resources required can be dramatically reduced.  CMS is designed to give a practical solution, allowing the build of integrated systems based on the Imass BS7666:2000 compliant gazetteer.  This supports and encourages multi-agency data sharing, providing a Brigade with details of all properties within the operational area.

CMS enables a Brigade to manage information for about four to five times as many risk premises as was possible beforehand with existing processes and other systems.

CMS is currently utilised to hold:

  • Mapping of the area of operation (Brigade area plus the neighbouring fringe areas as required) at a range of scales;

  • Premises (all premises within the Brigade area of operation including fringe areas),

  • Hazard information (eg. 1(I) (d) records) related to premises and other locations;

  • Generic information related to general hazards, including Guides to Safe Systems of Working;

  • Water supplies information (hydrants and other sources);

  • Motorway, railway and river routes and access points;

  • Vehicle and aeroplane specifications;

  • Oil and gas pipeline routes and key locations;

  • First Aid information;

  • Information about the community (eg. a register of people at special risk because of disability, age, etc.);

  • Routing information;

  • Skills and experrience of operational personnel, etc.

Geographic Information System (GIS) technology is used which is the natural mechanism for consolidating property and location based information. The very real benefit GIS brings to front line personnel and information managers alike is that they instantly have access to the ‘whole picture’ including nearby hazards (not merely the risks at the incident property or location) and other information (eg. Hydrants). This significantly enhances data management and operational safety at incidents.

The CMS is designed to use mapping and other data available to Brigades via the Service Level Agreement with OS.  The system can also use A-Z mapping and indexes provided by Geographers' A-Z Map Company Limited.

The CMS ensures that Brigades are totally self sufficient in terms of data management.  This encompasses mapping, address and hazard information, allowing the user to translate OS mapping into the necessary format, use both Address Point and manual update of addresses and the version control and distribution of map and hazard information.  Each Brigade can process, manage and use its data without the need for third party intervention and ensures the timely delivery of accurate, relevant and up to date information to front line Fire Fighters.
